The City of Lakewood is seeking an experienced Director of Public Works (Salary Range: $80,000 – $145,000) who will lead the City’s long-term strategic public service efforts as well as engage and lead the experienced professionals of the Public Works Department. The individual will represent the City to citizens, outside agencies and partners. The Director is a member of the City’s Leadership Team, reporting directly to the Mayor and will perform work of difficulty directing the public works operations of the organization. The ideal candidate will have demonstrated leadership success in a comparable or larger complex organization, a deep understanding of public works challenges and opportunities, as well as long range planning for the city, is an experienced manager of municipal service departments on public projects and in providing public service.

The Public Works Director plans, directs and supervises all operations of the Public Works Department, including the divisions of: Engineering; Fleet; Streets, Forestry, Signs and Signals; Wastewater Treatment; Parks & Facilities; Refuse; and Water, Sewer, and Meeting. Plans and implements all major capital Improvements of the City.

Responsible for interpreting and enforcing the provisions of applicable federal, state and local regulations, codes and ordinances. Coordinates efforts of Public Works Divisions, outside contractors and vendors to ensure high quality, efficient, in-budget delivery of services.

ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)

Carries out supervisory/managerial responsibility in accordance with policies, procedures and applicable laws including: interviewing, hiring and training, planning, assigning and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; coordinating, developing and approving staff training; and addressing complaints and resolving problems.

Plans, coordinates, assigns, and monitors performance and coaches, counsels, mentors, trains, and advises employees in department for the dual goals of meeting department goals and employee career development.

Present and/or represent the department before City Council, hearings and other boards; speaking at public meetings and answering questions.

Interacts with a variety of high level individuals, both internally, and within the community to provide information, disseminate departmental information and assist in resolving complex issues; speaks at public meetings/hearings.

Represents the City on regional, state and federal agency projects; critiques project scope; attends project meetings. Reviews and approves purchase requests and contractor pay requests.

Prepares the budget, including: preparing estimates/projections; monitoring budget by reviewing reports; approving and tracking expenditures; preparing recommendations and providing justification information; and reviewing purchase requisitions.

Coordinates and secures grants, including: researching, writing and submitting grant applications; and preparing and making public presentations related to same.

Serves as a liaison and/or member of various committees/teams and collaborates, persuades, presents reports to and negotiates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations.

Directs capital project planning functions, including: preparing cost estimates; determining scope of work, resource allocation and scheduling; and coordinating planning functions, budget and legal authorities.

Direct and advise programs related to engineering design, capital improvements, plan review.

Oversee the preparation of engineering plans and specifications, bidding, competency of contractors and vendors, and the selection criteria for public contracts; oversees project management for the construction of infrastructure projects to ensure contractor compliance with the contract documents.

Develops contract technical specifications and prepares bid requests; reviews proposals and selects consultants/contractors; provides oversight direction to contractors, including project management.

May perform various engineering functions, including: providing engineering calculations, research, analysis and designs; developing engineering reports; reviewing all design work and making corrections. Provides field measurements and condition assessments for infrastructure and facilities. Assists in planning long-range goals, objectives, organizational structure, and overall direction for the department.

Assists in planning and implementing short-term or annual goals, objectives, and strategies for the department, projects or programs to ensure efficient organization and completion of work.

Ensures quality standards and compliance with regulations are maintained.

Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.

Follows up on inquiries from various agencies, groups, media, etc., regarding department programs and services.

Disseminates a variety of information and/or reports to various agencies, division, or departments via telephone, mail, or email.

Must be available nights and weekends. Must attend City Council meetings and relevant Council Committee meetings.

Performs other related duties as assigned.


Education and Experience:

Bachelor’s degree from an accredited four-year college or university in a related field; and,

Seven to ten (10) plus years of progressively responsible related experience.

Licenses and Certifications:

Valid Ohio Driver’s License with less than eight (8) points,

Class A or B CDL preferred,

Registered Professional Engineer and/or CPESC (Certified Professional in Erosion and Sediment Control) preferred.

Certified as an International Society of Arboriculture (ISA) Arborist preferred,

Tree Risk Assessment Qualified (TRAQ) preferred.
