This is advanced professional coordination within the Community Development Department, functioning within the Building Regulations Division. The Building Plans Examiner is an advanced certified position that examines and reviews plans, specifications, and drawings of buildings and structures, as well as alterations or changes proposed to be made in existing commercial or residential construction, to ensure compliance with Ohio Administrative and Revised Codes and City of Springfield Codified Ordinances. The position either approves plans or informs owner of violations and corrections necessary for final approval. This may include verification that soils have proper strength to support building, insures footer foundation, walls, floors, ceilings, roofs and building separations meet physical and structural requirements, checks for complying use, construction type and size of building, proper means of egress, checks mechanical plans for ventilation of all areas, checks sprinkler hydraulic plans for verification of friction loss and water supply demand through coordinated review with the Fire Marshals bureau, insures architectural and structural designs meet requirement, performs field services, and prepares reports. The position requires Ohio registration as an Architect or Professional Engineer per ORC Chapter 4733.
Examples of Duties
Reviews building plans, specifications, and applications to determine compliance with state and local building codes and ordinances. Procedures include site plan review, building structure review, HVAC system review (heating, ventilation, air conditions), and ADA regulations review
Coordinates and tracks one-stop plans review among various city and intergovernmental departmets
Consults with and advises building code applicants, architects, engineers, contractors, attorneys, homeowners, etc., to clarify building code regulations for conde compliance
Responds to building code questions via telephone, in meetings, or via written correspondence
Writes clear and concise letters to applicants outlining building plan efficiencies
Researches code issues for code history and purpose, proper interpretation, and uniform code enforcement; researches building and permit history
Assists applicants in resolving building code issues which are presented to the Board of Building Appeals; testifies before the Appeals Board as required
Performs field inspections to assist building inspectors on complex projects
Gives informative presentations to in house personnel and the general public; works with various city departments on building code issues
Bachelor’s degree in Architecture, Mechanical or Electrical Engineering, or closely related field and must be registered in the State of Ohio as an Architect or Professional Engineer. Must be licensed by the Ohio Board of Building Standards as a Master Plans Examiner or a Valid Master Plans Examiner Interim Certification with full and final certification as a Master Plans Examiner obtained by the end of the probationary period. Must possess a valid driver’s license.
Knowledge, Skills and Abilities
Proficient with Microsoft Office Suite or equivalent system.
The candidate should be comfortable with public speaking and working within neighborhoods and throughout the entire community.
