Performs difficult advanced technical work managing operations and staff, developing and implementing conflict resolutions for customers, monitoring invoices and expenditures, maintaining files and records, preparing reports, and related work as apparent or assigned. Work is performed under the limited supervision of the Director of Public Works. Divisional supervision is exercised over all personnel in the division.

ESSENTIAL FUNCTIONS:

  • Manages operations including forecasting work assignments, providing adequate personnel to each department in order to complete daily tasks or specific work order request in streets, grounds, forestry, sewers, brush refuse and recycling to meet the cities and department's needs.
  • Meets with residents to discuss problems or issues pertaining certain work-related issues; develops a resolution to resolve problems. 
  • Manages discipline and accident incident reporting including investigating and reporting on discipline issues with union work force, pre-disciplinary meetings to discuss said infraction and fact find and if needed to come up with recommendation on proper disciplinary action; writes disciplinary letters stating facts of the infraction and instituting discipline as noted in the labor contract. 
  • Reviews and approves invoices. 
  • Creates reports and memos for Director regarding Public Works operations.  
  • Attends various meetings as required. 
  • Makes sure department is appropriately staffed and handles all vacation requests. 
  • Conducts yearly capital equipment request forms; discusses and reviews vehicle needs with Chief Mechanic; recommends upcoming capital request on Service Department Vehicles; fills out request forms as required for purchase.

KNOWLEDGE, SKILLS AND ABILITIES:   
Comprehensive knowledge of the principles and practices of municipal public works administration, thorough knowledge of the principles, methods and practices of accounting and budget analysis and control; thorough knowledge of supervisory principles and practices.

Excellent skills in the use of personal computers, associated software packages, hardware, and peripheral equipment; skill in budget planning, development, and control techniques; skill in developing and executing administrative procedures, management practices, and leadership. Performs complex assignments requiring extensive initiative and independent judgment in assuring that activities performed by staff meet high standards of service and are in conformance with all applicable local, state and federal codes, rules, regulations and laws. Incumbent has broad latitude in decision making and can answer most policy questions without review by a superior.

Ability to formulate comprehensive operational policies and procedures; ability to analyze and evaluate departmental programs; ability to prepare and present technical reports; ability to plan and supervise the work of a large staff; ability to establish and maintain effective working relationships with associates, contractors, City officials, other public officials, and the general public. 

EDUCATION AND EXPERIENCE:

Associates/Technical degree and extensive experience in providing direction and oversight for all functions and activities of the Public Works Department and supervising in the public works field, or equivalent combination of education and experience.

PHYSICAL REQUIREMENTS:

This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing, frequently requires standing, walking, using hands to finger, handle or feel, climbing or balancing and repetitive motions and occasionally requires sitting, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts, exposure to fumes or airborne particles and exposure to the risk of electrical shock; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

SPECIAL REQUIREMENTS: 
Valid driver's license in the State of Ohio
