The City of Canal Winchester (population 8600) is seeking applicants for the full-time Construction Service Technician position. Canal Winchester is strategically located between Columbus and Lancaster.  Canal Winchester has a talented work force, a strong sense of community, quality education and safe neighborhoods.

General Purpose:  This class works under limited and general supervision and requires knowledge of right-way work in order to perform a wide variety of semi-skilled and skilled duties. While the primary function of the Right-of-Way Technician is to perform tasks associated with the Right of Way Use permitting process, they may be called upon to assist other areas in the City. Supervision is normally received from the Construction Services Administrator and sometimes the Director of Public Service.

Essential Functions of the Position:  For purposes of 42 USC 12101

The following duties are examples which would be normal for this position. These are not to be considered as exclusive or all-inclusive.

Right of Way Duties

Performs recordkeeping duties associated with the City’s Right-of-Way Management Program while maintaining an emphasis on safety and compliance with State regulations;

Fulfills requests for city utility information and/or plans requested by permitting parties;

Processes public right-of-way permit applications in a timely manner; communicating with the permit applicant throughout the process; seeks assistance form the Construction Services Administrator on issues that may involve city ordinances;

Performs inspections of permitted work within the City right-of-way;

Verifies that all contractors working within the public Right of Way have a current, approved permit;

Performs post construction inspections of projects and develop punch lists.

Other Essential Functions

Performs semi-skilled and skilled laboring functions associated with field locating and maintaining records of city-owned utilities and infrastructure;

Process overweight/oversize hauling permits;

Performs inspection and recordkeeping duties associated with the city’s Stormwater Management Program;

Performs inspection and recordkeeping duties associated with the city’s Sidewalk Management and Maintenance Program;

Provides recordkeeping support to the Construction Services Administrator;

Performs all duties in conformance to appropriate safety and security standards;

Responds to emergency calls and/or perform after hours duties as directed.

Peripheral Duties:

Pull un-permitted signs in right-of-way

Collect GIS information in the field

Maintain the record drawing files 

Serves as a relief and support worker to the Department of Public Service in times of need;

Performs other related duties as assigned.

Performance Standard: The City of Canal Winchester expects all employees to work together to meet the needs of the community. Employees are also expected to lead by example through regular attendance, punctuality and demonstrate the highest level of ethics.

Physical and Dexterity Requirements:

Requires medium to heavy work that involves frequent walking, standing, sitting, kneeling, squatting, stooping, and climbing, with occasional lifting, gripping, and pushing and raising objects and exerting between 20 to 100 pounds of force as well as routine keyboard operations.   Requires the ability to transverse difficult terrain such as construction sites and off-road areas.

Additional Requirements (e.g. licensure, certifications): Prior to hire, prospective candidates will submit to drug testing and a general background check. Once employed, employees may be subject to random drug testing.  Additionally, a valid driver’s license with an acceptable driving record will be required. At the Administrator’s request, employee may be required to obtain a CDL following their start date.

This position is subject to be designated by the Employer to serve on an on-call status through use of cell phone and home phone numbers.

Tools and Equipment Operated: Utility locating equipment, trucks (e.g. pickup truck, utility truck) of various sizes, shovels, wrenches, mobile radio and phone and various hand and power tools.

Work Environment: While performing the duties, the employee works in both indoor and outdoor conditions. The job may risk exposure to bright/dim light, dusts and pollen, extreme temperatures, wet or humid conditions, noise, noxious odors, traffic, moving machinery, electrical shock, or hazardous chemicals.

Desired Minimum Qualifications:

Education and Experience:

Preferred: Associates or Bachelor’s degree in Civil Construction/Engineering or related field.

Combination of education and experience equivalent to graduation from high school and five years of experience in civil construction, public works, or similar field including a basic understanding of civil engineering principles and a working knowledge of Ohio regulations as they relate to traffic control and construction.
