Bath Township Road Superintendent

Position Description

The Road Superintendent shall be the Department Head and supervisor of personnel for all aspects of the roads and right of ways and facilities. Supervision will include the responsibility for road maintenance, facilities and grounds maintenance, and equipment maintenance. The Road Superintendent will work with the Township Administrator, Township Fiscal Officer and Board of Trustees and be responsible for the daily budget, personnel management, routine maintenance, capital purchasing, contract management, and reporting.

Responsibilities will include:

  1. Act as Township Superintendent in accordance with 5571.02 of the Ohio Revised Code.
  2. Plans, directs and supervises assigned staff and sets work priorities.
  3. The Superintendent is a working hands-on position.
  4. Attends Bath Township Board of Trustees meetings per the Boards discretion.
  5. Monitors Township roads for conditions and hazards.
  6. Monitors weather conditions for threatening conditions and seasonal responses and keeping in contact with the Greene County Sheriff’s Department.
  7. Responsible for responses to public and private inquiries/complaints. When necessary, works with the Administrator and Township Board of Trustees to find resolution.
  8. Maintains a positive working relationship with other political subdivision Superintendents and employees.
  9. Coordinates and acts as liaison with Greene County Engineer and outside contractors for road related projects.

10) Other work responsibilities at the direction of the Township Administrator.

Operational responsibilities will include:

  1. Road maintenance, including patching, resurfacing, ditching, berming, mowing, brush cutting and removal, sign program, road striping and guard rail maintenance.
  2. Township right of ways, land, mowing and other maintenance.
  3. Provides input during building site plan review related to drainage, driveway location, proper culvert sizing and other issues.
  4. Roads snow removal and ice removal.
  5. Exposure to inclement weather conditions, strenuous physical exertion, the ability to work irregular hours when job responsibilities require.
  6. Emergency operations and related duties.
  7. Ability to work varying schedules, including weekdays, weekends, evening hours and holidays.
  8. Buildings/Facilities – routine maintenance and minor repairs
  9. Equipment – procurement, service, repairs and maintenance, and instructing others with proper operating instructions.

10) Directs the maintenance and safekeeping of Township improvements and engineering records.

11) Other work requirements at the direction of the Township Board of Trustees.

Reports and recordkeeping:

  1. Keep records for the Township archives, Administrator and Board of Trustees information.

(a)   Overall operations and activities

(b)   Mileage & fuel costs

(c)   Repairs & costs

(d)   Equipment service & maintenance

(e)   Equipment evaluations for condition, use, needs & replacement schedule

(f)    Road classification or road surface evaluation for resurfacing and /or replacement

(g)   Knowledge of the current employee Rules and Regulations handbook

  1. Obtain bids and quotations from vendors which may include resurfacing, materials to be used, such as, salt, gravel, asphalt mixes, and for repairs or upgrades to equipment.
  2. Provides reports on Road Department activities to the Township Administrator as requested.
  3. Use of email and Microsoft Office products required for recordkeeping, reporting, and communicating with citizens, employees, Administrator and Township Trustees.

Supervision of Employees

  1. Aids, assists and recommends to the Administrator and Township Board of Trustees matters concerning hiring, employee reviews, discipline, suspensions and dismissals concerning all Road Department employees.
  2. Job safety enforcement will include a working knowledge of the Bureau of Workman’s Compensation requirements for a safe workplace and reporting injuries.
  3. Lead, direct and motivate employees, promoting staff morale and maintain an effective working relationship with others in the Department as well as other Township Departments.
  4. Collaborates with the Cemetery Department to cooperatively achieve maximum efficiency in all Township operations.

Minimum Qualifications

  1. Possess & maintain a valid Ohio driver’s license with CDL, Class A certification.
  2. Participate in random drug & alcohol screening.
  3. Remain free of any alcohol or controlled substances in the workplace.
  4. Experience in road maintenance and repair.
  5. Ability to effectively communicate orally and in writing.
  6. Heavy equipment operations.
  7. Skills for equipment maintenance and repairs.
  8. Basic computer skills.
  9. Past management experience a plus.
