Description

Reporting to the Director of Development, the Director of Building Standards is responsible for establishing and implementing strategies and tactics that will develop and continually enhance our organization's performance and culture, customer experience, internal talent, and our ability to lead and implement change.

Primary Focus 
Provides overall leadership, direction, guidance, and management of the functions, operations, activities, resources, and staff of the Division of Building Standards, including inspections function and the permit section. Implements and ensures compliance with approved plans, specifications, and all applicable state and local building codes, regulations, and ordinances.  The Director of Building Standards serves as the City's "Building Official" pursuant to Section 103.3.1 (1) of the Ohio Building Code and the Residential Code of Ohio.

Given the nature of this classification's duties/responsibilities, it has been designated as Exempt under the governing Fair Labor Standards Act regulations and, therefore, is not entitled to formal overtime compensation and/or formal compensatory time.

Supervisory Responsibilities
Supervises Commercial Plans Examiner and Senior Building Inspector. Provides oversight to Development Review Specialist I, Residential Plans Examiner, Review Services Coordinator, 4 Building Inspectors, 2 Electrical Inspectors and 3 Permit Technicians.

Minimum Qualifications
Bachelor's Degree in Engineering, Architecture, or other relevant field and extensive progressively responsible experience as a contractor or superintendent of building construction, building design and construction, or building inspections within a certified building department; or any equivalent combination of education and experience; considerable supervisory experience required; experience serving as a building official with a certified building department strongly preferred.

Registration as a Licensed Architect or Engineer required.

Building Official Certificate of Competency as issued by the Ohio Board of Building Standards required.

Extensive knowledge and practical experience with Ohio Building Code and Residential Code of Ohio.

Extensive knowledge and practical experience with building design and construction practices, procedures, principles, and methods.

Thorough knowledge of budgeting practices, methods, and procedures.

Thorough knowledge of management principles, concepts, and practices.

Thorough knowledge of supervisory concepts, principles, and practices.

Thorough knowledge of the public policy aspects of local government.

Thorough knowledge of municipal government structure and processes.

Experience and knowledge of Accela strongly preferred.

Considerable knowledge of team-oriented, collaborative, participatory leadership concepts, principles, practices, and methods.

Exceptional written and verbal communication skills.

Exceptional problem solving skills.

Ability to assess overall Division effectiveness in carrying out its mission and recommend improvements.
